I was wondering guys if Android 16 was possibly stronger than 17 and 18.

Android 16 is stronger than 17 and 18 combined. It is evident when cell absolutely manhandled 17 and 18. When 16 came in, although he didnt win he put up a great fight. But when it comes to super android 17, 16 has no chance of being stronger.
