Before you say I forgot anyone, I am only including villains that killed either groups of people or someone important to the plot.
So , for example, Ratigan killed that one mouse who called him a rat, but the rat was an unimportant character. So Ratigan is not included in this poll.

just wanted to add that HOND made me cry like 3 different tiems during the film all because of frollo.
When he sings the song to Quasi about him being ugly, when he doesnt stop the crowd from torturing Quasi, and when he smashes all of Quasi's figures.

Frollo makes me so upset when he telling quasimodo that he is ugly. =(

I think that Scar is totally evil, because killing his own brother was super cruel. But Frollo tells Quasimodo he's ugly and hides him, embaresses him and that's not way to treat someone. He also tried to kill him when he was a baby and killed his mother, so he's by far the worst of them all.

I liked your comment about Ratigan, Arielsvoice. I'm so glad you remembered my fav Disney villain, but you're right and anyway, Ratigan didn't kill anybody, he just told the fat cat to kill the little mouse.

In my opinion what Scar did was the LEAST cruel compared to the other two.

Everyone loves Frollo, but I utterly DESPISE him.

Although all are pretty evil!
