You can tell Mandy Moore is not a voice actress. She sounds like a celebrity reading lines.

While Kristen Bell's voice doesn't stand out too much either, I could tell she did a lot of practicing voice acting before reading her lines, because her voice is much more clear and expressive after taking on the role than it was before. Even in live-action. Just watch her role as Veronica Mars or Forgetting Sarah Marshall and then her guest appearance on Parks and Rec. There's a distinct difference in how much emphasis she puts into the "voice" part of her acting.
