Wow after doing some research it turns out they look like that because the anime was entirely rotoscoped from original live action footage. Neat! link

I agree with everyone else. The manga is fantastic and makes a good read. The anime... I don't know. This rotoscoping aesthetic was weird to me. en general, general ANH is bizarre but great!
