Yuugi Mutou from Yu-Gi-Oh season 0. Why the heck is he dressed up like a bondage slave at a rave?

Okay, so here Yuugi is about 15 in this season (he's a Little Person). He's wearing a uniform, so his school clearly has a dress code, yet he's dyed his hair & altered his uniform like a male Kogal, but he's not exactly a socialite; he sits out on recess & plays games por himself, yet he's always dressed for a kinky party.
